The Team

Carolyn MacNeil, Director 

It is with a profound sense of enthusiasm and gratitude that I introduce myself as the newly appointed Director of the Neighborhood Crime Watch Unit of the Boston Police Department.  I firmly believe that the residents of this wonderful city have the power to change neighborhoods, block by block, and make it a safer place to live.  I consider this position a tremendous opportunity to collaborate with all of you and find practical and realistic ways to reduce crime and fear in our neighborhoods.

Prior to coming to the NCWU I was the Community Affairs Coordinator at District D-4 in the South End.  In the six years that I was there, I was able to develop outstanding relationships with community and neighborhood groups and associations, business groups, management companies, city and state agencies and a host of other entities.  There was an inherent problem solving aspect to the job as well, which I truly enjoyed.  I have been with the Boston Police Department for ten years, the first four of which began at the Bureau level as a grant manager.  I would describe myself as very responsive to the needs of individuals and a person with a positive “can do, get it done” attitude; a person who is accessible and open to innovative thinking.

On a more personal level, I graduated from Framingham State College with a BS in Human Services, obtained a graduate certificate in government and public policy from U Mass Boston and a Masters Degree in Public Administration from Suffolk University.  I reside in West Roxbury and am the proud mother of two children ages 17 and 14.  I am a dedicated runner and serve on the board of the BP Runners Club and enjoy any outdoor activity including golf.

Wallace Tilford, Coordinator
A Roxbury native and former Lexington METCO student, Wallace is a Vietnam-era army veteran who earned a Bachelor of Science degree in Philosophy and Geography from Austin Peay State University. He was employed as a Geographer for the U.S. Census Bureau before joining Eastern Airlines, later The Trump Shuttle, and finally was retired from U.S. Airways. Twelve years ago he joined the N.C.W.U. and since has received Massachusetts Crime Prevention Officers Training, Dispute Resolution Training, Homeland Security Community Awareness Training and attended various crime prevention conferences and developmental courses. He is committed to increasing crime watch participation by working with residents, community groups, neighborhood associations and community development corporations.
